Las entidades estatales sometidas al Estatuto General de Contratación deberán contar con un manual de contratación, en el que se señalen las funciones internas en materia contractual, las tareas que deban acometerse por virtud de la delegación o desconcentración de funciones, así como las que se derivan de la vigilancia y control de la ejecución contractual”.
