Art. 25. El Poder Ejecutivo podrá mandar cobrar de contado en las Aduanas de la República hasta el diez por ciento de los derechos de importacion que deban pagarse por cada introduccion. Este tanto por ciento podrá ser diferente en cada Aduana, i para fijarlo el Poder Ejecutivo tendrá en cuenta i se limitará a los fondos que calcule absolutamente necesarios en las respectivas Administraciones de Hacienda nacionales, i para los de la fuerza armada a que deba atender cada Administracion respectivamente.
