La exploración y explotación de las minas de esmeraldas pertenecientes a la Nación, se efectuarán mediante permisos concedidos por el Gobierno Nacional de conformidad con lo dispuesto en la presente Ley.

Parágrafo

Las minas de esmeraldas de Muzo y Cosquez seguirán siendo explotadas de acuerdo con el régimen especial vigente. Terminado éste, su explotación se hará directamente por la Nación, o en la forma que el Gobierno estimare más conveniente.
