Se tomarán todas las medidas necesarias para hacer que las autoridades administrativas o de policía. presten eficaz apoyo a Magistrados y Jueces en el estricto cumplimiento de sus providencias. Para dar la orden de auxilio será menester que haya razones fundadas y demostrativas de que una providencia u orden judicial está siendo desobedecida o violada, o temor fundado de que pueda serlo; y que conste además que el Gobernador del Departamento de residencia del Juez que demanda el auxilio, no pueda darlo en forma adecuada.
