A partir de la vigencia de la presente Ley, y en los años sucesivos, el Gobierno Nacional incluirá en el presupuesto anual de cada vigencia una suma no menor de veinte millones de pesos ($ 20.000.000.00), con el objeto de que la Asociación de Teatro pueda realizar sus objetivos y en particular celebre anualmente el Festival Internacional de Teatro en la ciudad de Manizales.
