Autorízase al Gobierno Nacional para incluir las partidas correspondientes a las obras mencionadas en el artículo segundo, decretos de leyes de presupuesto de las vigencias 1985 y 1986, si así no se hiciera, autorizase al Gobierno Nacional para obtener los empréstitos y celebrar los contratos que sean necesarios para dar cumplimiento a la presente Ley dentro de las vigencias presupuestales nacionales.
