La asignación de subsidios correspondientes a la vigencia presupuestal del año 1999 para el rango de familias con ingreso hasta dos (2) smlm se orientará en primer lugar a programas asociativos que a la fecha de la sanción de la presente ley demuestren un avance en construcción de obras de infraestructura o vivienda no menor al veinte por ciento (20%) del valor total del proyecto.
