Para los efectos de la Ley 7ª de 1979, los términos niño, joven, deben entenderse referidos al menor de edad, o sea quien no ha cumplido 18 años. Se entiende por familia el grupo de personas, unidas por vínculo de sangre, de afinidad o de parentesco civil.
