Art. 1.° El Gobierno, como Suprema autoridad administrativa, inspecciona la Instrucción pública nacional, así primaria como secundaria, por medio de Inspectores generales, Inspectores provinciales é Inspectores locales, que extenderán respectivamente su acción al Departamento, á la Provincia y al Municipio.
