Entiéndase que la exención consignada en el artículo 12 de la Ley 94 de 1936, para las encomiendas o paquetes postales que contengan libros, revistas o periódicos, los exime del pago del impuesto de timbre nacional en los manifiestos y también que las facturas consulares correspondientes a las mismas, no causarán derecho alguno.
