Durante los días en que esté reunido el Congreso Femenino, gozará éste, por conducto de su Presidenta, de franquicia postal y telegráfica, limitada ésta a cien palabras diarias El Gobierno pondrá a disposición del Congreso Femenino, para las comunicaciones expresadas, el servicio oficial del telégrafo y el radio.
