Sujetos de especial protección. Por el impacto desproporcionado que han producido las violaciones de los Derechos Humanos e Infracciones al Derecho Internacional Humanitario en las personas definidas por la Constitución Política y el derecho internacional como sujetos de especial protección, en virtud de sus características particulares, su diversidad étnica, su ciclo vital, su género, su diversidad sexual y/o su condición de discapacidad, el Estado les dará prioridad en la prevención, atención, asistencia y reparación integral, para garantizar la igualdad real y efectiva, en las mismas condiciones que los demás grupos étnicos.
