Quedan exentas del pago del valor de la estampilla de que trata este capítulo, aquellas grabaciones cuyo único fin sea llevar un aporte a la cultura nacional y que no tengan fines comerciales. Tal exención se hará únicamente mediante permiso previo del Instituto Colombiano de Cultura COLCULTURA, y aprobación de la Junta Directiva del Fondo de Seguridad Social del Artista Colombiano.
