La renta de licores será administrado directamente por los Departamentos, a fin de que estos puedan hacer efectivas las restricciones sobre la producción y consumo de licores y bebidas fermentadas, en beneficio de la moralidad y salubridad públicas. En aquellos Departamentos es donde la renta este arrendada o administrada en virtud de contratos con particulares, se aplicara esta disposición cuando haya expirado el termino de los contratos vigentes.
