Autorízase al Gobierno para invertir en el arrendamiento de locales y en sueldos para el personal de las escuelas primarias de que trata la Ley 46 de 1917 , hasta veintiséis mil pesos ($26,000) anuales. Los locales para estas escuelas los suministrará el Gobierno, y los maestros serán de su libre nombramiento y remoción.
