Artículo segundo. Los pagare de que trata el artículo anterior, serán amortizados en un plazo de cinco años, a partir del 30 de julio de 1964, y devengar intereses a la rata del 4 por ciento anual, pagaderos junto con el principal, al vencimiento de tos, sin perjuicio de que el Gobierno pueda recogerlos total o parcialmente en cualquier tiempo antes de la fecha señalada para su amortización.
