El Festival de Verano de Bogotá, D. C., debe desarrollarse dentro de un marco de descentralización de eventos, con el fin de lograr una mayor participación de la población de la ciudad, aprovechando los espacios públicos y deportivos en cada una de las localidades, con el apoyo de las respectivas juntas administradoras locales y demás asociaciones, pero manteniendo los sitios tradicionales de convocatoria Distrital.
