En todo plantel Carcelarios deberá establecerse una biblioteca formada de libros cuya lectura sea benéfica para los presos, a juicio del Director. La biblioteca estará siempre abierta los días feriados y, cuando menos, dos veces por semana, en las horas que determine el reglamento interno.
