Artículo cuarto. La dirección científica y administrativa del Instituto de Estudios Especiales "Carlos Finlay" estará a cargo de un médico higienista, experto en laboratorio y especializado en virus, de preferencia en fiebre amarilla y enfermedades de rickettsias, cuyas funciones serán

Planificar las labores de investigación y dictar las normas para la organización y desarrollo de los trábalos de cada una de las secciones del Instituto.

Contratar personal a jornal para los distintos trabajos y obras que requiera el desarrollo de los planes del Instituto.
