Establecerá el Gobierno tanto en el contrato inicia como en los de prórroga, si la hubiere, los casos de responsabilidad, en que pueda incurrir la compañía, las cuantías de las multas que deberá pagar llegado el caso, los motivos que puedan determinar la Caducidad del contratos y contratos, y en la forma en que se declarará esa caducidad.
