° El artículo 12 del Decreto 523 de 1976, quedará así: "El Comité Seccional de Técnicos Constructores recibirá la solicitud con los documentos que la respalden, hará el correspondiente estudio y, si a su juicio fueren insuficientes los devolverá con sus observaciones al peticionario o con su concepto los remitirá al Comité Nacional de Técnicos Constructores, para que este con su concepto lo remita al Consejo Profesional Nacional de Ingeniería y Arquitectura para lo de su cargo;
