El Banco sólo podrá hacer préstamos que tengan por objeto atender el pago de gravámenes sobre tierras destinadas a la agricultura, a la construcción de obras de drenaje e irrigación, cultivo y beneficio de las tierras, y a la compra de abonos, semillas, maquinaria, herramientas y animales, que deban fijarse por el prestatario exclusivamente con fines agrícolas. El Banco no podrá hacer préstamo a ninguna persona o corporación que no se ocupe en labores agrícolas o pecuarias.
