La Empresa Colombiana de Petróleos, Ecopetrol, estará obligada a colaborar con el Ministerio de Minas y Energía en todo lo relacionado con el adecuado transporte de los combustibles blancos derivados del petróleo por carrotanques, en las campañas tendientes a evitar el acaparamiento, especulación, hurto o adulteración de dichos combustibles.
