Créase una escuela de bucería de perlas para la enseñanza gratuita de los ciudadanos nacionales, y autorizase al Gobierno para que la haga funcionar desde el 1º de enero del año próximo, en la ciudad de Riohacha. Asimismo se le autoriza para reglamentar y llenar los cavíos que en su desarrollo deje la presente ley.
