Artículo segundo. Los dineros que la Nación invierta por conducto del Instituto Nacional de Fomento Municipal, en las nuevas obras sanitarias del acueducto y del alcantarillado de la ciudad de Pasto, deberán ser reembolsables a ésta, bien en forma de préstamos de amortización gradual hasta por veinte (20) años de plazo, y con intereses del seis por ciento (6%) anual, o ya por medio de aportes a la sociedad que se constituya entre éste y el Municipio de Pasto.
