Los proyectos distintos a los referidos a leyes estatutarias que no hubieren completado su trámite en una legislatura y fueren aprobados en primer debate en alguna de las Cámaras, continuarán su curso en la siguiente en el estado en que se encontraren. Ningún proyecto será considerado en más de dos legislaturas.
