En la votación secreta se hará escrutinio del modo prevenido para la elección del Presidente del Consejo: Si tal votación no tiene por objeto una elección sino decidir sobre algún proyecto o proposición, cada Consejero dará su voto por medio de una bola blanca, si es afirmativo; o negra, si es negativo.
En las votaciones secretas para elecciones, todo Consejero que lo quiera puede firmar su voto y también cubrir su firma.
