Para el ejercicio de las facultades extraordinarias otorgadas al Presidente de la República mediante los artículos 25, 29, 35, 37, 61, y 79 esta Ley, el Gobierno deberá oír previamente una comisión integrada por tres senadores y tres representantes de las Comisiones Terceras de Senado y Cámara, elegidos por éstas o en su defecto por la Comisión de la Mesa.
