El Gobierno Nacional incluirá en el Presupuesto Nacional de la vigencia fiscal de 1986, las partidas necesarias para darle cumplimiento a esta Ley, quedando igualmente facultado para hacer los traslados y abrir los créditos del caso en el Presupuesto Nacional para la ejecución de las obras propuestas.
