El Cajero, antes de entrar a ejercer su cargo, prestará una fianza hipotecaria a satisfacción del Ministro de gobierno, por una suma no menos de un diez por ciento de los fondos que deba manejar anualmente. Esta fianza se renovará cada dos años, teniendo en cuenta el aumento de fondos que pueda haber en la Caja.
