Los Consejos Electorales de los Departamentos se instalarán en las capitales de éstos el día 10 de Diciembre del presente año, y harán los nombramientos de los miembros de las Juntas Electorales de las Circunscripciones Electorales que les corresponda, y comunicarán los nombramientos.
