Acceso a los organismos que por mandato de la ley les corresponda preservar el orden público y la seguridad nacional. Los operadores de servicios de telecomunicaciones que utilicen sistemas de radiomensajes deberán garantizar la prestación del servicio que soliciten el Gobierno, las Fuerzas Militares y la Policía, en la transmisión de las comunicaciones que aquellas requieran cuando las necesidades de orden público y la seguridad nacional así lo exijan, a juicio del Ministerio de Comunicaciones.
