Art. 18º Queda facultado el Poder Ejecutivo para destinar al fomento de las vías públicas nacionales hasta el 15 por 100 del producto de la renta de pieles, y para disponer de ese 15 por 100 en la forma de garantía para contratar empréstitos destinados á dicho fomento, con ese fondo de amortización.
