En términos de infraestructura vial, el Gobierno Nacional evaluará la factibilidad técnica, legal y financiera de la implementación de ciclorrutas en la red vial nacional, incluyendo en la red concesionada y por concesionar. El Gobierno Nacional deberá presentar antes de terminar el presente período de Gobierno, un Plan Decenal para la implementación de ciclorrutas.
