Adiciónese un parágrafo transitorio al artículo 606 del Estatuto Tributario:

Parágrafo transitorio

Los agentes de retención que no hayan cumplido con la obligación de presentar las declaraciones de retención en la fuente en ceros en los meses que no realizaron pagos sujetos a retención, desde julio de 2006 podrán presentar esas declaraciones dentro de los seis meses siguientes a la vigencia de esta Ley, sin liquidar sanción por extemporaneidad.
