Las suscripciones a bases de datos electrónicas, periódicos o revistas especializadas se efectuarán solamente cuando sea necesario para el cumplimiento del objeto misional de las entidades. Las licencias se adquirirán en las cantidades mínimas suficientes para suplir las necesidades del servicio.
