Artículo sexto. El Gobierno Nacional queda autorizado ampliamente para celebrar las operaciones de crédito que juzgue indispensables para dar cumplimiento a este Decreto, y para efectuar las apropiaciones presupuéstales, o abrir los créditos adicionales necesarios para atender al pago de las obligaciones que el contrato le impone.
