En general las dudas o dificultades que en el ejercicio de sus funciones concurrieren a las comisiones partidoras serán resueltas por la Gobernación del Departamento, la que procederá sobre la base de los derechos reconocidos a los indígenas por sus legítimos títulos y teniendo en mira además los fines económicos y sociales de la apropiación agraria.
