Art. 2. º Gozarán igualmente le franquicia telegráfica los Jefes de la Guardia Colombiana, o los Comandantas de partidas destacadas, cuando tengan que comunicar noticias de trastornos del órden público o dar cuenta de asuntos urjentes del servicio militar.

Parágrafo

Cuando en el lugar de la oficina telegráfica hubiere mas de un jefe, corresponde la franquicia solo al de mayor graduación.
