La Junta Directiva, dictara el reglamento orgánico del Instituto, ciñéndose a los términos del presente Decreto. Dicho reglamento orgánico deberá ser adoptado por cuatro (4) votos a lo menos, se someterá a la aprobación del Presidente de la Republica y se publicara en el Diario Oficial. La Junta expedirá también los demás reglamentos especiales que exija el funcionamiento del Instituto.
