Régimen de transición. Las normas sobre trámites y procedimientos y las que expresamente prevea este Decreto para ser aplicables a todos los operadores, regirán a partir de la fecha de su promulgación y se aplicarán a todos los operadores del servicio portador quedando a salvo los derechos adquiridos que pueden existir.
