Corresponde a la Junta determinar, con la aprobación del Gobierno Nacional, la forma de distribución de los productos de la lotería, de los premios de los billetes no vendidos, etc., y fijar los porcentajes que se deben destinar para el presupuesto anual de la Lotería y la constitución á un fondo de reserva, con miras a incrementar el patrimonio de la misma hasta lograr su funcionamiento independiente.
