Artículo único. Declárase restablecido el órden público federal ; i en consecuencia sin efecto alguno en lo sucesivo el decreto ejecutivo de 7 de agosto último, la resolucion de 17 de los mismos sobre órden público, i todas las demas disposiciones relacionadas con la situacion de guerra. La fuerza pública al servicio de la Union será reducida al pié que las leyes permiten en tiempo de paz.
