La suma de que trata el artículo 1° se incluirá en el Presupuesto de la próxima vigencia,

Pero si no hiciere en él la apropiación respectiva, el Gobierno podrá hace los traslados que juzgue necesarios o abrir el correspondiente crédito extraordinario.
