Facúltase al Gobierno Nacional para instalar en Cartagena un equipo de tanques para depósito y embarque del petróleo proveniente de las regalías de propiedad de la Nación. Queda facultado el Gobierno para abrir los créditos administrativos necesarios para la ejecución de esta obra, que podrá llevarse a cabo por administración directa o por contrato.
