En el Presupuesto para la próxima vigencia se apropiará la partida suficiente para el cumplimiento de la presente Ley, y en caso de no incluírse se autoriza al Gobierno Nacional para abrir los créditos y hacer las traslaciones que garanticen la efectividad de esta disposición.
