Los recargos que se cobran por la omisión o demora en el pago de los derechos de Lazaretos se liquidarán conforme a las varias disposiciones legales que sobre este particular hayan regido o rijan durante el tiempo de la demora, que hasta la fecha de este Decreto han sido las siguientes: el artículo 13 de la Ley 170 de 1896, el artículo 15 de la Ley 28 de 1903, y el artículo 33 de la Ley 32 de 1918.
