Los documentos privados de deber y sobre contratos, fianzas y toda clase de actos y transacciones; las libranzas giradas por particulares, y todo pagaré, obligación ó instrumento de deber que los individuos, corporaciones particulares ó compañías otorguen, irán en papel sellado, sea cual fuere su cuantía, y pagarán en estampillas el dos por mil de su valor, siempre que la cuantía de los mencionados documentos, actos, libranzas ó pagarés exceda de diez pesos.
