Autorízase igualmente al Gobierno para hacer los gastos de material, víveres y demás elementos que exija el sostenimientos de las fuerzas que hagan el servicio de que trata el artículo anterior, prescindiendo de la formalidad de la licitación pública, que establece el Código Fiscal, en los casos en que no sea fácil llenar este requisito.
