Parágrafo

Si los estudios técnicos resultan favorables a la ejecución de la obra, el Gobierno procederá a ello con los recursos que con tal fin se destinen en los Presupuestos Nacionales y con el producto de los empréstitos internos o externos que con ese objeto se contraten.
